This report explores the EU Growth Plan for the Western Balkans, adopted by the European Union in November 2023, and the accompanying national Reform Agendas through a gender lens.
While the Growth Plan aims to accelerate economic convergence with the EU, strengthen regional integration, and advance key reforms by linking financial assistance to progress on national Reform Agendas, our analysis reveals that gender disparities remain largely overlooked in the EU’s Communication on the Growth Plan.
Addressing gender inequality is essential not only for achieving fairness and equity but also for unlocking the full economic and social potential of the Western Balkans.
